Residential Structure Fire: Partell Street

18:50: Stations 3, 38, and 99 dispatched to the intersection of Cupps Road at Partell Street, in the area of 121 Cupps Road (exact address has been given below) for a working structure fire. Station 3-2 acknowledges the call with 1 firefighter on station. Lieutenant 3 is en route to the scene.

18:51: 99-4 is assigned to the call and is responding. Engine 38 is en route.

18:52: Lt-3 is on scene with smoke showing from the exterior.

18:53: Chief 3 is responding and is asking if the 2nd Alarm has been activated; it has not been. C-3 requests it now.

18:56: Stations 11, 12, 13, 14, 20, and 1 (for their Ladder) are being added to the call. There were 2 medical dispatches in between the request and now. 99-4 is instructed to pull onto Partell St and down to the next house; they are now reporting on scene.

18:57: Rescue 3 is responding. Station 11 acknowledges. Engine 3, Tower 1, and Rescue 1 are now en route, as well. Station 20 acknowledges. Lieutenant 12 and Chief 12-2 are en route to the scene. EN-38 is approaching. Lt-3 reports his 360° is complete and there is smoke coming from 3 sides. The house is believed to be vacant due to no cars in the garage or driveway.

18:58: EN-38 is requesting orders; they are to pull past the house and pull a line into the back door on the Charlie side. EN-3 is to pull into Partell St and stage in front of the house. EN-38 is advised there is a hydrant in front of the garage. Engine 13 is responding.

18:59: EN-3 is on location. Engine 12 is en route.

19:00: Control is asking Lt-3 the exact address; it is 4340 Partell St. Rescue 11 is en route.

19:01: Tanker 13 is responding.

19:02: RQ-3 is approaching from Meridian Station. Engine 20 is en route.

19:03: C-3-2 is on location. TR-1 is coming down Meridian Rd, requesting orders.

19:04: Control is attempting to get Lt-3 on Fire North and is advising him of the units requesting orders. TR-1 is to pull onto Cupps Rd and stage.

19:05: C-3 is advising Lt-3 that he and EN-12 are approaching from the west. RQ-1 is on location. Engine 14-2 and Ladder 3 are requesting orders. One is to park at the corner of Partell and Cupps and put a ladder to the roof.

19:06: C-3 instructs all units coming from Meridian Rd to stage on their line of approach on Cupps Rd and send their manpower to Command in the yard of 123 Cupps Rd. C-3 is now assuming Command. RQ-1 is requesting the activation of off-duty City shifts. LR-3 and EN-14-2 are on location.

19:07: LR-3 is now being instructed to turn onto Partell and setup on the Bravo side of the structure. City shifts are being alerted.

19:08: RQ-3-2 is en route.

19:10: Engine 13 is on location. At the incident’s status check, Command reports 2 lines in service with aerials to side Charlie, and ground ladders (in place?).

19:11: EN-38 is being asked for a 2nd line to the Charlie side; Command states LR-3 has a 2nd line to Division 1 on the Alpha side.

19:12: C-3 is requesting West Penn Power be notified.

19:13: Control is confirming the address for the remote disconnect is 4340 Partell St; it is. TN-13 is on scene.

19:14: A unit is reporting 1 line to the 2nd Division, and they are checking the attic now.

19:15: Division 2 crews need windows opened, there is 0 visibility, and it appears there may be fire in the attic above them. They’re asked if they need an additional crew; Command reports a crew from EN-14 is coming in to assist them on the 2nd Division.

19:16: Crews are advising Command there is a (home gym?) or a storage room where the bulk of the fire is. Control is advising Command there is still some confusion with units operating on different channels.

19:17: Control is advising there is a 20-30 minute ETA on the remote power disconnect.

19:20: At another status check, Command reports they are “OK on scene.”

19:21: Crews report they opened up (1 wall and found extension into the 2nd Division?), they have it knocked down at this time. Command reports he has EN-14 on Division 1 and EN-14-2 on Division 2, and the homeowner confirmed it is a balloon-framed house.

19:23: C-14-2 is advising 2nd Division crews of heat on the Charlie-Delta corner, right at the edge of the soffit; it looks like active fire.

19:24: C-14-2 states the TIC is showing heat all the way to the floor level.

19:27: C-3 is asking C-3-2 if he needs any people up to the 2nd Division. The response is not clear.

19:33: C-3-2 reports the 2nd Division and attic are clear.

19:40: Control is reporting the incident’s 50 minute mark and is advised to stop time checks.

19:44: RQ-1 is clear.

19:54: EN-14 and all Station 14 units are back in service.

19:55: Command is marking the fire under control at this time.

19:57: EN-20 is back in service.

20:15: RQ-12 is back in service.

20:20: Interior crews are going to bring down part of the ceiling.

20:45: Station 13 units are clear of the scene.

20:46: LR-3 is advising EN-38 they are good to shut down the supply line.

20:56: LR-3 is instructed to “shut it down.”

21:00: C-3-2 is asking Command if Stations 1 and 38 are good to clear; the response is affirmative.

21:05: All City units are clear per TR-1.

21:07: EN-38 is available.

21:08: Fire Police Captain 12 is advised he is clear to reopen Cupps Rd.

21:09: 99-4 has been released by Command.

21:19: Command terminated; all units are clear.
