07:02: 99-3 and C-14 are responding.
07:07: 99-3 is requesting a better location; Control states maybe in the powerlines just east of West Sunbury Rd, near the intersection. C-14 is reporting on scene with a lot of debris along the road; he has now located the vehicle as well.
07:08: C-14 reports a vehicle about 200′ off the roadway. He’s requesting his station be alerted for additional manpower while he evaluates the vehicle. RQ-14 is responding; they’re to pull into Aggas and stage at this time.
07:09: RQ-14 is to set up for a possible rope system; there’s 1 patient moving “down here.”
07:10: 99-3 is on scene.
07:11: Command is reporting no entrapment but the vehicle is off the road.
07:12: 99-3 is asking to confirm that Troopers are en route and Control replies “affirmative.”
07:13: 99-3 is asking Control to get an ETA on PSP for C-14. *PSP is approximately 5 minutes out.
07:14: The patient is out of the car and coming up the hill. C-14 is now instructing his units to set up a line system; they need to find a second patient and he’s asking for a backboard. *C-14 is now requesting Station 25 to set up a landing zone; they’ve located the 2nd patient. (This message was not entirely clear and led to a bit of confusion later in the incident.)
07:15: Control is attempting to get C-14 to repeat his needs. C-14 is advising (RQ-14?) that he needs a Stokes basket and a line system to bring this patient up. Control is still attempting to contact C-14.
07:16: Station 25 alerted.
07:17: C-25-2 is responding to his station. Control is trying to raise any unit on the scene of the incident with no response.
07:18: Control is again trying to raise C-14 with no response. C-33 is arriving on location and will relay the message that Control didn’t copy all of C-14’s needs earlier.
07:19: C-33 is asking if there is a 2nd EMS unit responding and is advised negative. He wants a 2nd EMS unit started; 99-21 advises that 99-(6?) is responding. C-14 is checking the status of air evac, but Control states no one requested one yet. C-14 states he did request the nearest available when he requested Station 25 for the LZ.
07:20: C-14 states the LZ will be on Holbein Ln and advises they’re in a valley, probably creating radio issues. C-25-2 is asking C-14 what he needs from them, but is not getting a response.
07:22: Control is attempting to contact C-14 without response.

07:24: Control is advising C-25 that Stat MedEvac 13 will be inbound with an ETA of 13 minutes; they were given a predesignated landing zone at the intersection of Rennick Rd. RQ-25 is en route. 99-6 is approaching; they’re to pull into Aggas Rd for a female patient with minor injuries.
07:25: 99-6 is on scene.
07:27: C-14 states that the 99 units are requesting a 2nd helicopter. Control states LifeFlight had nothing close, but they’ll check with Stat again. RQ-25 is asking to confirm the location for the LZ and is advised Rennick Rd is fine; Command is asking him to check if he’ll have room for two helicopters.
07:29: Control advises the 2nd helicopter will be Stat 16 with an ETA of 15 minutes. Stat 8 is airborne from their base at the Grove City Airport.
07:30: C-33 is advising C-14 they have open fields on Holbein. RQ-25 states they only have room for 1 aircraft at Rennick Rd, so the LZ will be moved to Holbein Ln.
