17:29: Chief 42 is advising all incoming units can downgrade to non-emergency.
17:38: Command is advising that any unit not on scene can return in service; he believes they are all already on scene.
17:50: Command is reporting the incident is under control and they are cleaning up equipment now. Allegheny County units are returning in service.
17:53: Station 19 units are back in service.
